ebay non prescribing medicine selling

I sold 5% emla cream.its otc medicine.i read policies carefully and made my listing because its not violate policies .but ebay removed my listing and make a selling restriction for 1month unfairly.they saying that otc medicines can be sold domestic only.what do you mean by donestic?its usa or my country.i never found a statement like that on your guidlines.pls be kind eniugh to help me and educate me on policies
