using same PayPal account as banned eBay account
 

Since eBay and PayPal are no longer the same company, would it be an issue if I registered a new eBay account (w/different IP, CC, all other personal info, etc.) linked to the same PayPal account as a previously-banned eBay account?

What if I used a different PayPal email alias (you're allowed up to 8), so it doesn't even show as the same email? Would that be a problem?

Congratulations.....your the 100,000,000 to have this idea!

Mixing and Matching will result in the new PayPal getting limited at some point, could be 3-6 or more months in some cases. As long as you understand the risk, it's up to you.

Different registration info can lead to problems as MM78 indicated - not always but can happen sooner or later - risky.

Using ANY old account with a new account is linking to old suspended info...

Yeah eventually both these accounts will get limited, its not a great long term solution so just know that and be ready with backup stealth accounts

what country is the PayPal?

To do stealth correctly you never reuse old,banned, suspended info.

Start fresh and new.
