I know with Amazon there is no magic number of negative feedback that would get you suspended. You could receive 2000 negative feedback in 24 hours assuming you also had 1 million positive feedback in the same period and Amazon would not bat an eye.
It all comes down to metrics. What percentage of your orders have "defects"? (A-to-Z, charge back, or negative feedback are considered defects). Your maximum allowed defect rate is 1%. If you meet or exceed that percentage, your account is canned.
It goes without saying that if you have a new account, or one that has little feedback, the 1% rule can be overridden by Amazon, since if you get 3 feedback and one is negative, you effectively have a 66% customer satisfaction rate.
Once you reached ~100 or so feedback, it's all about metrics. Of course, this assumes you sell steadily. If you take a break for 6 months then come back, its essentially like having a new account.
I'm assuming on Ebay it's based on the accounts selling history so let's say hypothetically speaking the accounts selling history has had only 5 total sales but the account is over 10 years old with a lot of purchases.
