Will this work as a credit card strategy?
 

I have a business account with AMEX. With my plan I can have up to 99 charge cards. Could I use these cards with different names as the card on file for creating ebay and paypal accounts?

I doubt anyone has specific experience with Amex business accounts. I didn't even know they offered such a thing.

Your plan sounds good on paper though. Are you able to set a different zip code on each card? Otherwise you'll have 99 accounts with the same zip code due to AVS.

I am not sure the zip code matters. How many accounts are in a zip code in manhattan?

Are the cards AVS or not? If not, then you should be able to use any address.

If they are, then you need to add the corresponding ebay/paypal address to the card.

I would imagine AMEX is AVS
