Alternative to tracfones

Is there any alternative for stealth verify other than tracfone ? I am living outside the U.S , I have a U.S paypal account and I need to verify it.

You mean the paypal is limited and their asking for mobile verification or just to get the paypal to 100% complete verification?

I just want to get %100 verification but the seller who has sold me the account is not answering my messages which is rude.
For this reason I want to change phone number and make verification both my pending balance and verification.

Btw name of this seller is Speeder33 .I sent her/him a lot of messages but get no answer.I know s/he did not give me life time guarantee but at least he could help me about this issue.
