New stealth account selling limit 5/$500 vs 10/$1000 ?

Hello everybody, I've been making some stealth accounts and probably around 10 accounts now. Some of the accounts I've created have 10/$1000 which is great and normal. How come some of the accounts I've created only have 5/$500?

Is this something that just random? How does this work? Please shed some light on this.

I would really really appreciate that. Thank you!

It depends on the information, phone you used to register the ebay/paypal account. Also make sure you register with PP first and then create a ebay seller account
