Can you change your Country (Even if youre not there?)
 

Hi guys, i tried to search something related to this, but found just something aroun 2014 year and I am not sure if its correct.

So my question is:

Can I change country, even if I am not located there? I mean For example I am in France, but I want to have my eBay acc located in "Germany" (2 countries in europe within borders).
example on eBay site:
Based in Germany, XY has been an eBay member since XY, 20XY - this is what I want to have. But my location is in France for example.

PP = original country (bussiness acc)
eBay = registered in original country, want different country (bussiness acc)

Not sure why we pay for "VIP Subscribed"... I am helping if I can. And Searching options for this are "old". Thats why I asked "again"...
