Paypal botswana not releasing funds

Hello, i set up an account in botswana. Dont even know why i did that. But its been many days past the determined ebay release date of funds but they are still being held, the account is in good health and its been verified. What could be the matter??

Don't think there is any "maybe" about it - e-mail or phone is needed to clear why this is occurring
