Cancelling an Order
 

So I had a scammer buy an item from me. His account was suspeneded. He set up another one that I have called ebay about repeatedly. They have done nothing with it. Anyway this same guy purchased another item on my other stealth. I immediately cancelled the order before he paid (he files bogus disputes). My question is can he still pay for the item forcing me to send it? I cancelled it and ebay says im getting my Final Value fees back but I just want to make sure he doesnt even have the option of paying me anymore.

No he cannot. That transaction cannot be re-done once its been canceled.
Be sure to add him to your block though otherwise he can bid on other items of yours.
