Can i get restricted for cancelling to many orders. my paypal account got restricted so i couldnt fulfil the orders

its one of the worst things you can do. It directly leaves a mark on your transaction defect rate.

You cant really be below 2% for long before ebay restricts your selling ability.

If the PP is gone, the Eb account is effectively dead also.

You'll need to start over again from scratch.
