New eBay Policy? "Not eligible for eBay purchase protection programs"

So I was doing some browsing on eBay and happen to see this statement now:

"Returns:
30 days money back, buyer pays return shipping | See details
Coverage:
Read item description or contact seller for details. See all details
(Not eligible for eBay purchase protection programs)"

Or

"Returns:
No returns or exchanges, contact seller with questions.
Coverage:
Read item description or contact seller for details. See all details
(Not eligible for eBay purchase protection programs)"

When I click on See all details the link does not work, must be broken. Is this a new eBay policy now or temporary? Are they finally giving more power to sellers? Does this mean that buyers cannot abuse the "return requests" for claims of items being defective and/or not as described?

If anyone has anymore information or came across this that would be awesome!

Some things have never been subject to EB buyer protection.

They may have expanded that recently, but I haven't heard about it, still they make changes all the time they don't tell anyone about.

I understand that, but it seems like every listing on eBay says the same thing. Can't find one listing now that says covered by eBay Buyer Protection.

They can still abuse it...
I'm sure that if they open a dispute for whatever reason, 99% eBay would still side with buyers.

I don't see this changing at least for a very long time.
