EBay VAT On Fees from August 2017

Can someone on here clarify Ebay's new stealth Fee Hike from August 2017?

Non VAT Registered Business Sellers will start paying VAT on EBay Fees.

On the EBay boards some say this will mean an increase of 20% on the monthly EBay invoice.

Some are saying it will only be 3%.

It looks like an increase of 20% on fees to me, I am curious what the consensus on here is?
