Why did you give him a refund if you shipped the item?
Also, reporting him will result in him getting a message from ebay telling him the use of such language is prohibited. That's about it.

Shouldn't have refunded until you were sure it was lost.

Try reporting, but EB doesn't care.

I've gotten a few of these on $3.99 items, go figure. :(

cheap item, no tracking number, that's why I gave him a refund.
You have 2 options, or you give a refund, or they will ask ebay to step in, and you will also loose your money and a prize of 1 more case ruining your accounts stats.

I get a lot of fraudsters claiming the item I sent is defective. But they never want to return the item, they just want a refund or a "replacement". Yeah, right.

I believe sometimes the buyer really do not receive the item.
It happens a lot when you sell internationally without tracking number.
I was just amazed with this type of language, first buyer that opens a case like that with me...

Cheap item or not i'd still provide a tracking number to avoid situations like this..

It really depends on how "cheap" the item is. Because international shipping is not cheap and if it eats into his profit to $0 , it's not even worth selling.

Consider the rate of dishonest buyer and good ones. Frankly, most people are honest.
So if he makes more than he loses...

Yes, report him / her it will go down in ebay's records which may help you with feedback removal and so forth. Also, if the order didn't exist as he stated how did he get to request a refund in the first place?

It's covered under EB's 'imaginary item protection plan'.
