I had this problem once.
Had a buyer once who won auction and didn't pay after several days. Opened a UPI case, buyer paid then opened after receiving claiming the item was F***. He also neg'd me stating I sell F*** items.
Called EB twice, two different reps refused to remove stating it was buyer opinion.
I ended up opening a case with the San Jose, CA BBB (EB's HQ) and provided the details. About two weeks later I got a response from "Office of Executive Escalations" via BBB stating they looked into the matter and removed the FB as a courtesy. They also mentioned that they look to the user policy in regard to removing FB.
As ebabe wrote above, look for anything that could violate feedback rules or policy, and keep trying different reps, or escalate to the exec office if that fails.
