Can't link my eBay and paypal account together

Hi , I am new to eBay and I've used it to buy 1 or 2 things but now I want to sell so I've tried to list my first item so it won't let me.
just before I submit the ad it says they need more info and want to link my eBay with pay pal so I follow the steps I have to log in to PayPal then it sends me back to the same page 2 mins later I get 2 emails 1 saying your billing agreement the 1 saying billing agreement cancellation confirmation any help would be great thanks
