"Sorry, this payment option isn't available" problem with 3 month account

2 days ago I bought a stuff on ebay to my country with my stealth Canadian ebay/pp account like I bought many times before.

Yesterday I tried to buy something from a Greek website to a Greece address but paypal did not approve the payment.

Then I tried to buy something from ebay but this time I received "Sorry, this payment option isn't available. Here are your options:..." error.

I waited for almost 20 hours tried again but same error.
I cleared cookies, cache , unlinked and relinked paypal to ebay , I tried another web browser but nothing fixed it.

What should I do?

What are the options they are giving you?
Are you trying to pay from your Paypal balance, or from an attached bank/card?
Are you using a Canada IP?

It sounds like they may have caught on to what you were doing. Seeing the options Paypal is giving you would help to troubleshoot the problem.

The options are: Select a different payment option.
Contact PayPal customer service to resolve this issue.

Yes I have been using only my paypal balance on ebay.
The account is 3 months old.
Yes I have always been using Canadian IP.

They limited my account twice but after providing document removed the limitation before.
Meanwhile I still sell on ebay and receive payments.

Have you tried purchasing another item?
Does the seller accept Paypal?

Yes I tried purchasing another item and buying ebook to the canadian address as well but did not work.

Couple of times they reviewed my ebay payments and couple of hours later they authorized my payments.

Contacting Paypal to resolve whatever "issue" they referenced may be your only option here. If you're able to withdraw the money from your Paypal, you could just withdraw the funds and then use eBay guest checkout to pay for the order with a card rather than your PP account.

Has anyone found a solution to this problem? I have listed some items on eBay where buyers are claiming the same error message when they try to pay for the items that they want to buy.

You can double-check your shipping options. And there is a possibility that the buyer has a problem, not you as a seller.
