Where to get a trustful vps ?

Hello ,
I know a lot of people are using 24vc but for my country is 35 dollars per month which i try to avoid.
Do you know any other vps preferably service that i can use for ebay and pp stealth ?
If the ip of vps is static which i guess is the only option for vps that means that none else can have this ip at the same time right?
After i get it can i check on google if this ip was used in the past ?

I do have 24vc and they are really good but I have just purchased IPBurger VPN (yesterday). They are cheaper than 24vc, but when connected web loading speed is so slow!!! Do not know if it just for me or for everyone.
I have done everything. Tried on another pc and once connected to VPN page loading takes 10-20 sec. Can't work with this!.
