Can buyer reopen case after they close it?

Ok so i sold a sealed macbook pro on a legit account for $3600.

First he messaged me says it was not turbo boost.
I replied it was and sent specs to him from apple and told him to look at the back of the box.

3 days later he says its icloud locked. Opens ebay return item not described.
We message back and forth he ends up taking it a "repair shop" without telling me they allegedly charge him $125. I offer him partial refund of $250 for "Repair" and his time. He closes case and i partial refund $250 via paypal.

2 days later now complains of
"I received an item that wasn't as described.
Hello I had to reopen the case. It's missing and skipping."
I check case is NOT reopened.

What should i do?

He can't re-open the case/return in eBay, but he could likely dispute it in PayPal.

Best to just accept the item back from problem buyers like this, block and move on.

What you have there is a scammer, and now they got a cool $250 easy money. The minute they started bitching....should of requested the item back.

I did not send it to him i refunded it though a partial refund on the paypal transaction and i was fine with that.
But other then disputing in paypal he cant do anything with ebay right?

Once the return has been closed, it can't be reopened; not by the buyer, and not by you. His only other recourse is to open a dispute for "Not as described" in PayPal.

As MM78 said above, what you have there is a scammer. Not much you can do with a PITA buyers like this other than have them return for refund. Don't be coerced into giving them money. His guy can go pound sand.

It's not a scam, it's called buyer's remorse.
Usually best to elaborate chant of "please return for refund" at first light of this problem.

It is best at this time to accept return for refund.
These buyers remorse cases you can not win at this time.

As things stand if you take the return now you will only have to refund full price minus the $250.

He still got $250 from you, should not have refunded anything until you got the computer back. Now he's fishing more money since he was able to get $250.

And after that he can open a credit card dispute if he used it on PP.

And after that he can and likely will return brick in a box to you with tracking and claim it was returned and get all his money back and have your product and his money BOTH.

And there's little to nothing you're going to be able to do about it.

Never sell anything on EB if you cannot afford to lose both your product and the money both.
