I purchased inventory from an ebay seller. She was burned out and her ebay store since 2007 was struggling with a below standard rating but I decided to just take it over due to the quantity of existing active listings. In hindsight I should have started my own store because of that low score. We thought with fresh energy we could turn it around but learned that there was no room for mistakes - which we made as part of the learning curve. The day that account was irrevocably restricted was the same day that I learned about linking because my previously great personal accounts were restricted as well. USE STEALTH as a standard for your future to protect your interests. Ebay does not care about your interests or your family or your good intentions.
However, prior to the restriction (we did not receive a warning, only the final gavel) we were successfully communicating personally with Ebay by verifying previous account details when we called in. So, if you absorb the existing store just make note of previous names, email addresses, mailing addresses, etc. for verification purposes. And, have the original owner add your name (or your stealth alias) to the account so you can freely talk with them without him/her present.
About Paypal - we changed the Paypal email address in all the existing listings and the transition was seamless there as our existing paypal account was in good standing. We created a new email address specifically for the ebay account and used that for the paypal account, adding that new email address to the paypal profile.
