if i do a partial refund on paypal will i still have to pay the 10% ebay fee of the original amount or 10% ebay fee from the amount after the partial refund?

After refund. Paypal is the one that doesnt give full percentage back.

So the 10% ebay fee is the price after the refund?

So if i sell something for $20 and refund $10, its 10% of $10? after refund.

In your $20 example you would be charged the full $2.00 first, then get a $1.00 fee credit after refunding half the payment. Each would be it's own line item on your fee invoice.

Thanks.

Does the 4% paypal fee gets reversed too?

What Phazor said about eBay on tracking the credits and debits. As for Paypal, its not 4%. Its 2.9 +.30 cent fee. If you did a partial or perfect 50 percent refund on 20 bucks, theyd give you back .29 cents. They always keep the .30 cent fee.

Seriously? That's what you're worried about?

On a $100 transaction with a $50 refund you get back what, $5 more or less.

In the time you spent worrying about this you could have been making 10X the money.

People often say 'keep your eyes on the nickels and dimes and the dollars will take care of themselves.

Here's the truth: You can only use a second or a minute or an hour once, then it's gone. Everything you do means there's something else you can't do instead.

That's why the saying should be 'spend all your time chasing nickels and dimes and you'll lose track of your hundred dollar bills'.
