eBay Suspended & PayPal Limited Forums - Can you help with ebay account

I started an account on ebay, bu when i am trying to list any items it refused to list and tells me that i have to ask for higher limit!!

when check my selling menu i find that i can list up to 50 item!!

Is it normal!!?

Have you waited 24 hours and see if that limit still stays at 50?
And did you follow the stealth guide when making the account?
