Telephone company that doesn't charge you to active your new SIM

Is there a telephone company that activates your sim without paying? I just received one from giffgaff but in order to activate it I have to top up at least £10.

Vodafone, O2, EE & Three

There are others as well I am sure but they are the ones that I stick to myself
