eBay and PayPal

eBay told me that there is a temporary buying restriction on my account when i tried to put up an auction, what does this mean?

Also, paypal said for my stealth one that i had to verify the credit card, how am i supposed to do this?

For confirmation with credit card, can you use a Vanilla Visa?

Buying restriction might be that you have purchased many things in the past but not paid/got strikes - is this the case?
