stealth account question

i ave a stealth account currently in which im running on a mobile device but i want to stop using mobile phone and use my computer so my question is if i have already used the ip address on my computer for ebay i need to get a vpn from ip burger and create a user account on my computer Will that safely allow me to run a stealth account that already been running on a mobile device???

Yea, you want the fresh IP from ipburger. But so long as you're on a new user account you should be good.

It's simple, just create a new user account on your windows control panel...
