I created an ebay account, after 2 days closed
 

hi, can someone explain to me why they blocked the account? as soon as I accepted the agreement for international sale happened, my paypal account was verified and almost all the limits were removed, I read that you have to wait 30 days before starting to sell, I also used a vps, I deleted cookies etc. but nothing, thanks and best regards

You used a VPS. The VPS most likely used a shared IP address. That alone would be enough to kill the account.
Going at it too fast is another reason.
Selling high risk items too soon could be yet another one.
Deleting cookies is NOT the way to do things. You need to setup a dedicated device that will KEEP the cookies so you can show a history. A new windows user account can serve this purpose.
Any combination of the factors above could have been the cause as well as any number of other factors you have not shared with us.

the probelma and I sell key of programs subject to copyright, so I would say they are risky, what do you recommend? to create a windows account and a good vpn? (if you can recommend one I would like), we put case buy an account etc. ready to use but new, in your opinion how long should I wait before starting?

Program keys are very very risky, accounts shall be aged and even if aged will go down... you need to have quite some accounts backups.
