i do the gmail, make google voice for the number, ebay account, paypal, put in the vcc & bank account. link the paypal to ebay, list a item then get hit with 0/0 limits

Googgle voice is your problem....you have to use a real number.

VoIP/GV numbers will nearly always result in your getting 0/0 out the gate. I had to figure this out myself the hard way until I started using real mobile phones instead. I am using T-Mobile Prepaid + StraightTalk and both work OK.

I actually got a 5/500 recently using GV and I still have no idea why, name and addy was totally stealth

But yea usually you get nada

Actually it realy is all about your methodology.
All my 5,000/500,000 accounts have google voice numbers...
