Default Scam or Not?

IM not sure if I should send this item or just refund the buyer because the buyer just opened their ebay account today and has no feedback but the their paypal account is verified do you guys think its scam? The item is worth $325.000

It could be, but everyone starts at zero feedback so it might not be. Maybe just a new person. Is the address confirmed also? Is their address in the U.S? If those are both yes, then I would still mail it, make sure you have a tracking number.

If the buyer is Verified and with a confirmed address then send it with Tracking and Signature Confirmation. No Exceptions.

Check his recent purchases here eBay Search: Advanced Search and type in his user ID. If the buyer only purchased and won couple items then it should be ok but if they have like over 20 purchases in a short amount of time then I will watch out.

This could be a newcomer to the ebay scenario. You seem to have supplied strange info in any case. Your first post says it's a verified paypal & the last post says 'unregistered'. Is it worth problems even taking the extra precautions as everyone said? Your choice.
I do not know how old your account is but have you stated that a buyer must have certain FB or anything similar? Control the listings to help this sort of worry.

when I look by his address it says thats verified & when I look at the buyer info its says that hes unregistered

^^^kid, I can think of 322 good reasons why I would not do the transaction. It is a hard call.

When ever I get a transaction for over $300 USD from a eBay newbie I call eBay and I call Paypal.
They can not tell you if the person is a scammer or not.
If they think it is looking like a bad situation they can tell you this:
"I would not advise you to ship this item to the buyer."

My eBay account is a Platinum Powerseller account.
So I have personal account reps at both eBay & Paypal with direct dial phone numbers.
But I am pretty sure you can still get some information from a Paypal supervisor on their normal 1-800 number.

I sell on avg 500-1000 items a month and at leats 20% have zero feedback and are new ..I love new buyers as they will drive auction prices up too ..just get it insured with delivery confirmation and you may want to even email the buyer and ask for the phone number .I sold a overstock lot for about $5,000 last year the guy only had 3 feedback but i told him i would need to call him before sending .
Actually the buyers that scare me the most and i have had the most problems with are the people with 0 Feedback but the account is 10 years old as often scammers hack the account .

I contacted the buyer via ebay and got his phone number so i will be calling him before I ship
