Sorry if this is a dumb question, but I have only ever been banned from ebay once and paypal was not limited.

What causes a paypal to be limited and you must wait 180 days?

Recklessness in most cases. Sometimes when accounts aren't made properly. Sometimes when accounts aren't handled properly.

Selling too much too quickly on new accounts has to be the #1 reason

Like phaz0rz said, selling too much will often trigger the invoice request limitation.

Be especially careful your first 30 days! I mean, always be careful, but I've had a few accounts limited recently within 30 days of accepting a payment because 1 too many return requests/INR cases were opened. In fact, I only had 2 cases opened up during this period, but this was enough to trigger a limitation. First 30 days seems to be a probation period for them, so tread carefully.

Lots of refunds, even if they're only partial, opened cases, or selling VERO or other branded products, overdrafts, misaligned info in conjunction with your EB accounts, big changes in selling habits, large amounts of money coming in suddenly, warnings from EB or other vendors, numerous F&F transfers.. the list goes on and on.

Lots of things, anything irregular can trigger a review of your account and if things are off than you could be limited.

Don't do anything irregular.

Too much money coming in in a short period of time, too many disputes, too many refunds, accessing account with bad IP, changing account details under bad IP, etc etc etc.

If your not selling through ebay, not marking items as dispatched in regular intervals on PP, (particularly digital information)- Paypal can slam down a hold pretty first from this alone.
