No 21-days hold?

I remember one week ago a member here was selling PayPal accounts WITHOUT the 21-days hold. I can't seem to find him now.

Can somebody confirm if any seller offers this?

Anyone who says they offer a no 21-day hold Paypal account isn't guaranteeing ANYTHING. PayPal accounts without 21-day holds can and do have holds return to the account. I see it all the time. I wouldn't focus on these type of accounts.
