There is no message I just click on link paypal to ebay and it does not link.

Could be one of 2 things

Website issue or cache issue.

Try doing it on a new browser. See if it then goes through

If it doesnt then its an issue on eBay or PayPal

I assume this PayPal or eBay hasnt been previously used with a banned account?

Yes 3 accounts last week were like this. Takes paypal 24 hours to be linked. Slow servers or something. Try again a day later
