When to offer international Shipping on New Stealth account

Wondering if anyone could advise on when its best to offer international shipping on my ''new'' stealth account. I have been selling for about 6 weeks no problems, low risk items, good feedback, but the paypal 21 day hold is till active, is it best to wait until this is lifted, or the 90 days since first sale is up on ebay or does it not matter??
