Ebay limiting your account at 20K$, so why using accounts with higher limits?

Hi,
I see different sellers here of ebay & PP Accounts.
For example: Limits: 1,000/$100,000 - but I read always that the account will be limited at 20,000$ Sales or even less. So What is the real purpose of these accounts then?

Some buyers are LLC owners who supply EIN and can virtually sell any amount of product.

Thank you for your answer.
But still there is something I don't understand.
A Stealth Ebay/PayPal Account is made of ⊗⊗⊗⊗ details.
So how can you then add a LLC (Which is made with real data) to a ⊗⊗⊗⊗ Account?
I'm in NL and I don't have an issue with registering a LLC in Delaware and get everything. However these data will not match the data of the Stealth account. So please can you clarify? Thank you so much!

They not BANNED? I sold $30,000 plus on two USA ebay accts last year. You just have to turn in tax info.

What do you mean with "turn in tax info" ?
Where do you got tax info from if its a stealth account, while having ⊗⊗⊗⊗ data?
