How can I make ebay to limit each customer to buy only 1 or 2 of my items?

only list 1 or 2 items.

You can open an ebay shop, list low quantity (a few) and if they buy it all, the listing doesn't end, you can add more quantity (another few) and listing will be live again. Rinse and repeat.

^^^^^^^only if you use good till cancelled listings.
I use those sometimes but I personally like 5 day fixed price listing because in my nitch, I can get on the top 5 search with them almost every-time. I set them up so they automatically relist.

Account settings - site preference - buyer requirements - show - edit - buyers who may bid on several of my items. Be sure to click the box "apply to active listings". I dont know if it works tho because I've never set it as all my listings that have quantities require immediate payment so I dont care if they buy all 10 because they have to pay.

^^^^^This works but you have to set "only if feedback score is below 10" or 2 etc.... Not for all buyers.
I have it setup so that 0 feedback buyers can bid on more than 2 auctions if they are winning.

Will the buyer be only limited to buy one item from my shop or only one item for a specific item?

I see what you're saying now. That will limit the total number they can buy. I dont know of a per item basis.
