So many factors play a part in this. I'll give you a few examples...

Rights owner finds this, they can remove it immediately.

Someone buys this, reports it, depending on the sellers reputation it would potentially get reviewed and removed.

You, another seller, reports it, nothing will happen, ever.

I would say eBay would only listen to the rights owner on this. Buyers complaints are usually replied to with:

"We don't have the expertise or the product at hand to make an assessment about its legitimacy"

Rights owner reports this ---> listing is taken down immediately.

You're most probably right. I've never dealt with this particular category. My response was just generally how most category reports are dealt with. Each individual one may of course vary, just as it would depend on each individual seller that is being reported. :)
