Can ebay link you by ip alone?? Or dose it have to be a few more variables such as same number, address as well etc.

Yes, they can. Depends on a lot of factors, of course, but better to not risk it. Get the guide.

am sure people share ips every now and then, but in any case in my situation i got a email off ebay asking to confirm email address on my phone now i have the ebay app which is my legit one which i just use for buying, this email was off my stealth one which i mistakenly clicked on it, and the emil took me to my browser and it brought up a email page saying email already confirmed which am guessing is my legit one, that was my situation, i quickly clicked off it and reset my phones ip and reset my modem ip and when into my stealth (on my laptop) and everything seems ok this was last night

Depends. You login to 10 accounts same IP in a row, yes.

Same IP happens to come about again after a few months, unlikely.

But other factors also play a part in accounts getting linked.

You can be linked with IP, phone number, email address, postal address, return address, your computer hardware code etc etc

device link is the worst link. So login in multiple accounts with the same device is an absolute solid link. Same IP and it is worse.

You may want to consider deleting the app. Sounds like it will only cause you problems.
