Will there be a problem withdrawing funds from a limited pp acct after the 180 day period has ended if the ip address is different from the one used before the limitation?

It is a possibility but not likely.
Just don't go using an outright blacklisted IP address or some such IP solution that you KNOW could prove problematic and you should be fine.

The only issue I've had is if paypal asks for the additional security checks. Make sure you keep the phone number linked to the account active until you have your funds.
