Can someone explain to me something about buyer accounts ebay?
 

Hi, I'm not banned or suspended on ebay, but am permanently limited on paypal. I keep trying to purchase things on ebay but isn't consistent in accepting my payment all the time. Sometimes it gets declined, sometimes not.
If I were to use a relatives name with the same last name as mine with a brand new IP and same address (I live in an apartment btw), will I be able to buy things on ebay without running into errors?

Would really appreciate the responses! Really confused with this....

Nevermind, I think i figured it out. I changed shipping address slightly different (changed first name) and payment went through.

I was going to suggest using guest checkout rather than your registered eBay account.
