What is required for buyer ebay accounts?

I have a banned paypal, but not banned or suspended on ebay. I've been trying to make purchases on ebay alone, but my payment keeps getting declined. What can I do? Can someone from experience tell me exactly what's needed to successfully make an ebay account to buy stuff? I think paypal is declining my payment through ebay's system...

You need to provide more details for an informed discussion.

What are you using for payment - same credit card used on OLD paypal? Are you trying to use a new paypal?

Nevermind, I think i figured it out. I changed shipping address slightly different (changed first name) and payment went through.
