VCC type

I am looking into purchasing a VCC. Do I need to purchase individually such as a separate PP VCC and an eBay VCC?

I am not sure I understand your question... you need a VCC for PayPal account, what is the purpose of the VCC for ebay?

eBay bill can be paid using a gift card if you do not want to use PayPal to do so. VCCs generally has minimum balance, just is needed to veryfy the account.

One for PayPal is all you need if your looking to create an eBay and PayPal account with the same details
