Google voice number

I just got new ebay stealth account and I need to change new phone number for google voice. Does area code and address on account have to be match? I am having problem to create GV number in South Florida or I do not see any for Florida. I only option is numbers for OH, PA and MT

Ive never seen any issues with the area code not matching the address on the ebay account.
