Buyer lost eBay case and open Paypal case help
 
Buyer opened an eBay case said item is not as described without provide any details. I asked him the details, but he did not respond. Then after 10 days he open the eBay case said seller did not respond (I replied same day he open the request).
eBay let him to return the item, but he never did. Then eBay closed case in my favor.
After 1 month, buyer opened Paypal case said item is not as described without providing any detail.
But he uploaded tracking number and said he returned item to me. This is already 2.5 month after the item delivered to him.
I uploaded eBay's case close in my favor but Paypal decide case in buyer's favor.
Now I have 10 days to appeal. I don't know what else I can do since I have provided that buyer lost case. Buyer just send something back without Paypal approval of return.
I have not open the package yet. I don't know what I can do.

Can I refuse the package, upload picture to Paypal to show them the package is refused and back to buyer? Will Paypal reverse the result.

Also I don't know if buyer used the item and should I open the package with notary service as witness for the condition of the item.
I did take picture when I sent the item (I also upload those picture to eBay when buyer first open return case). I don't know Paypal will accept the photo as proof item was exactly as described.

Any other suggestions?

Well perhaps he didn't use it? I don't think the notary is necessary nor if paypal takes that into consideration. The good thing is you took pictures prior to sending it which can be uploaded via PayPal. And unfortunately if you have the item, the buyer has refused the item, you can not then ship it back to the buyer-Paypal does not work that way.
My personal consultation:
I would open the package, inspect it, and if there any discrepancies, upload the pictures of what you have to PayPal.
If the item is still in its original condition, you will have to refund the customer and then you can resell the item on eBay.

Let us know whats in the package, that way the forum can further assist.

So you have the package back and your complaint is he didn't ask permission to return it?

You lost, and you're going to lose every time they look at it because he can prove something was returned to you.

Just refund this guy and move on. You got your product back, you're ahead of a lot of folks.

You can try talking to paypal about this, but you got your item back at least so you don't lose anything.

Unfortuantely it's the cost of doing business

Sadly no - buyer has returned the package and PP will push back in all likelihood
