In the market for a graphics card, found a cheap GTX 1070. However, while the title and pictures have it as a 1070, the description lists it as a 1070ti. The seller does not accept returns.
Would eBay allow me to still refund if the item arrives as a 1070 and not a 1070ti? The seller has 0 reputation (no sales so far), just seems a little suspicious to me. Also, would I be required to ship the item back? Thanks for the help in advance.

You can always return an item if it's not as described even if the seller says they don't accept returns. That's what eBay's buyer protection program is all about. Yes you'll be required to return the item. You will need to open a not as described dispute in the resolution center on eBay. The seller will have to decide whether or not they want the item back. If they want it back they will be required to send you a return label. Sometimes sellers will just issue a refund without requiring a return but I doubt that will be the case with this item.
