Advise please... just got scammed.
 

I just bought a graphics card for $530. Seller refused to ship because he is asking for additional shipping charge and wants it to be paid on different paypal account. I already know it is a scam so I initiated a claim with paypal but then seller send a tracking number originating from India (which is not where the item is suppose to come from). I don't know a way to let Paypal know of all this details since I cannot add more comment or evidence in the dispute page.

This happened to me before but awarded the funds to the seller and I was so frustrated that paypal is not fair.

Your best bet is calling in and trying to explain to a rep what happened over the phone. It's hard to provide all the necessary details in a Paypal claim.

Call PayPal and explain it all to them

They can add case notes for you

Anytime you file a claim you should always follow up with a phone call.

If his given you tracking details, then that would imply items dispatched now, so just wait to receive it?

If items doesn't come through within the expected time frame, open a claim, item not received. Tracking invalid.

Sounds like you are just in the nerve racking waiting stage. After X amount of days without receiving it you can file claims with ebay/paypal. They find in the buyers favor 99.9% of the time in my experience

from INDIA, which is not where it was supposed to be shipped from.
