Using PP card to pay seller fees at signup no longer allowed

At seller account signup, 3 choices to pay seller fees. The pay seller fees by credit card with pp card is prohibited. It detects the pp card and says its not allowed.

'pp card' means pre-paid? Just 'pp card can mean paypal (debit) card.
