stealth ebay account/paypal asks for last 4

so ive been trying to make some stealth accounts lately and paypal has always asked for last 4.

and ebay asked for a phone call, what am I doing wrong? trying to list too soon?

Please give more details... Last 4 is usually for PayPal business.. EBay usually wants to call or text b4 your first listing..

yes paypal buisness asks for social.

I tried to list a video game (i sell gaming content) i let the account sit for a week and tried to list for the first time yesterday but it asked me to call ebay when I attempted to list my item.
