So I have two new Ebay accounts. The promoted listing deal popped up so I thought why not test it. So I posted 5 items, with ONE being promoted. After 3 days here are views.
Item 1 0
Item 2 1
Item 3 0
Item 4 1
Item 5 1 (this is promoted item)
Will be curious how it stands after 10-15 days. They are all buy it nows.

The effectiveness of promoted listings vary wildly due to a ton of different factors. If not a lot of people are wanting to buy the item you aren't going to get a lot of views regardless of how promoted your listing is.
If you really want to test it out raise your price by 100%, give eBay 50% of your sale through promoted listings, and watch the results. It worked really well for me a few months ago on an account.

Is it a popular product and the market is saturated, or the opposite??

I don't follow.

It's hard to believe but it works extremely well for certain items. Because when you give eBay 50% through promoted listings your listing is almost guaranteed to be at the top of search results for all searches even remotely close to what you're selling.
For me it was a cheaper item I had listed for about $10. I raised the price to $19.99, increased the promoted listing sale % to 50, and maxed out the account (got it tax limited) in like 2 weeks.

I believe you. I just don't trust eBay.
But it also depends on the type of item he is selling I'd think.
If the item is not desirable then doing the promo listing is just going to be coutner productive.

How do you get it promoted with giving them 50%, it only says 9% on mine. I have items that I buy for a dollar and sell for $12 that I would gladly raise to $13 and give them 50% and sell a bunch of them.

Just slide the bar up to 50%.
It automatically sets to whatever % is trending in your category, but you can set it as high as you want. At least on the desktop version of eBay you can.

Thus he has to pick a good item to do this?

^^Yes I agree 100% the item matters.
In my first post this morning I was trying to point out that if there's no demand for the item, then promoting the listing isn't going to make much difference.

With those low views in three days, it's either unpopular or over-saturated.
I'm gonna upgrade to a store account just so I can play with the promoted listings.(and the savings in FVFs!)

Everyone is supposed to have access to promoted listings now. All of my accounts do (not just stores). At the bottom of the "create a listing" page there is a new section where you choose whether or not to promote your listing.
You haven't seen it ebs?
Markdowns and promotions you still need a store for, but not "promoted listings."

Never saw it. Lemme create a listing and see if it's there...
Not seeing it under "sell similar", advanced, or quick listing pages. Hmmm...
I bet it's because you're a TRS. I'm not...

I would say go and try it on one item and if it's cost effective even if it doesn't work out, it could be worth it.

It does work I’ve been using the same method now for some of my products always on page 1 at the top.
