How to tell if I removed metadata from photos for sure?

Right click on the image, select Properties, select Details.

About the first 8 lines should have nothing.

Thank you for the information. After I moved metadata I still see files detail like date, files name and owner of pc is that be safe to use on Ebay?

Those fields are stored locally and do not transfer with the photo. Rather, they change when the photo is transferred to another computer.

You say they change, which I've seen, so is it safe to upload files to an external drive and transfer them back to the new user account? I scan a lot but hate being locked to that account when I could be doing other things while scanning but fear scanning on one account and moving to another.
