To the person who answers this can you answer each quesion so I will not have to repost,thank you so much?

Okay,I want to get back on ebay tonight. If I buy an account will I be able to get started tonight? Also do I hav to buy a vpn to change my isp number? Also whatabout paypal account? Will I receive an paypal account. Will I need to change the name,address,and owner name of the ebay account or paypal account? How will I pull funds from paypal account? Does the paypal account come attached to a bank account for withdrawals?

Probably should wait till after the 25th.

You don't "have to", you can find other methods of obtaining an IP.
There's Mifi devices, your own home internet (as long as you can change IP's), Phone Tethering, and even Proxies.

That's a question for the seller, most likely you will get a PayPal account.

If you try to change the name you might as well shoot your account in the face.....address can be changed but not right away like that, need to do it after some time.

You add a bank account.

No one is going to give you a bank account, if they did that be considered identity theft.
