You need to call PayPal if you want to add the UK details to a UK account, as it is blocked by default. Don't mention Payoneer, just say it's Barclays.

PayPal will try to reclaim the 2 verification deposits from a US PayPal, and this will fail with a Payoneer account, as they only allow credits to an account, not debits. Therefore, a Payoneer account is good for about 4 days on a US PayPal account, then it gets removed automatically from PayPal once they realise that they couldn't get their money back.
