How is better to make partial refund to buyer? Is it better to send money to PayPal or ask the buyer to open case in ebay?

If you open up the PayPal transaction you should be able to just partially refund from there.

Getting them to open up cases on eBay is NOT the way forward. That could burn your account if you get too many cases.

Just issue a partial refund directly from PayPal
